泛珠三角经济合作及其产业政策问题研究

区域产业协调发展是区域经济协调发展的主要问题之一,目前国家产业政策中缺乏明确的区域产业政策,因此本文从区域经济的理论基础出发,对于泛珠三角经济区域产业政策提出了总体的构想,并给予了相应的政策建议。     

网络著作权侵权案件管辖问题研究

网络著作权侵权案件是通过网络侵害著作权人合法权益的侵权案件,网络的虚拟性使得确定管辖的依据有别于一般侵权案件。确定网络著作权侵权案件的管辖法院必须立足于网络侵权行为的特殊性,以未来《民事诉讼法》构建的三审终审制为制度背景,有利于平等保护当事人实体权益与程序利益。原则上以协议优先和原告所在地为确定地域管辖的标准;以基层法院作为初审法院,适当兼顾案件的特殊性。     

地区科技发展策略研究——以十堰市为例

以十堰市科技发展的现状与问题为例,提出了新时期发展地方区域科技,提高区域自主创新能力的对策。

产业集群作为区域经济发展理论的创新，在促进区域经济发展的过程中具有提高区域竞争力，带动整个区域经济发展的内在机理。本文以珠三角为例分析了以产业链为纽带构筑产业集群的经济框架，在此基础上提出了珠三角地区产业集群培育和发展的政策建议。

Sectoral Differences in Plant Start-up Size in the Finnish Economy

New knowledge on the factors behind the choice of plant entry scale is important for understanding the entry process and the recruitment decisions of new plants in different sectors of the economy. The purpose of this paper is to evaluate the effect of various industry attributes on plant start-up size, measured with employment, using data on the entire Finnish business sector. The paper extends previous research by examining the differences between manufacturing and services and by using a richer set of explanatory variables. The relative importance of the covariates for different-sized entrants is taken into account by using a quantile regression approach. The results for manufacturing and services are remarkably similar. However, the findings imply that in the future analysis it is also important to consider the effect of the regional availability of educated and experienced work force on plant start-up size in these two sectors. The findings on the importance of scale economies and industry turbulence in determining start-up size correspond to the earlier studies. The results also show that single plant and multiplant entrants face a rather different entry environment. In addition, the employment share of foreign-owned entrants in the industry has to be taken into account.

区域科技基础条件平台建设是一项复杂的系统工程,建设工作分为基础性工作和特色性工作的提法有助于地方政府分析条件平台建设的重点和难点.科技条件平台的核心功能之一是以科技资源共建共享的方式向社会提供共性技术尤其是产业共性技术.地方政府解决科技资源供给和需求之间的矛盾的关键在于对共性技术范围进行界定以及确定如何供给共性技术.

Prices and Regional Variation in Welfare

One would expect regional differences in prices to influence conclusions concerning levels and distributions of well-being. Although there is anecdotal evidence of significant price dispersion across regions, there is no governmental source of data that measures differences in price levels. In this paper I integrate estimates of regional prices with expenditure data from the Consumer Expenditure Surveys to assess the influence of price differences on living standards in the United States. While prices have little effect on inequality, estimates of poverty and the standard of living change substantially with the inclusion of regional price variation.     

Social protection and regional convergence in a European Monetary Union

This paper addresses convergence in social protection and GDP in a European Economic and Monetary Union. We evaluate the impact of recently proposed EC social minimum requirements on regional convergence within the EC. Subsequently, we analyze a system of differentiated social norms as a means of raising social protection in countries with lower social standards.
